The reason given by DBKL is "the last increase in the assessment rate was done 21 years ago"
But less than one year later....
On Nov 24, 2014, The Penang government today announced the approval of a “slight increase” in the annual assessment rates for 2015 that will see the revenues of the state’s two municipal councils rise by a total of RM40 million next year.http://tinyurl.com/l8letqf Penang's assessment rate increase took effect on Jan 1, 2015.
The reason given by Penang is "the last increase in the assessment rate was done 10 years ago and that they are supposed to review the rates every 5 years"

Shame on you lah, Lim Guan Eng dan DAP Penang.
People raise rates first time in 21 years is wrong and slammed by you and then just less than one year later, you do the same and raise rates and say but it's the first time in 10 years and it is justified and good.
