With great fan fare and high expectations from the rakyat, the Prime Minister DS Najib Tun Razak has finally delivered his #Bajet2013 with the main theme is to fullfill all the promises as per the #JanjiDitepati. I will now dissect the #Bajet2013 in a little bit more detail and see where we, as ordinary Malaysian's will benefit.
First of all, the budget 2013 is divided into 5 main aspects which are :
- Boosting of investment opportunity
- Strengthening education and training
- Inculcating innovation, increasing productivity
- Fiscal consolidation and enhancing the public service delivery
- Enhancing the well-being of the rakyat
Now, yes this words or jargon might be hard for a layman to understand, the usual remarks that i get is "what benefit do i get from the budget? " . Ok let's look at item no 1 which is boosting investment opportunity:
This is what the PM said :
Malaysia’s economic growth will continue to be driven by foreign and domestic direct investment. In the first half of 2012, private investment rose to RM75.3 billion compared with RM59.8 billion during the same period of 2011. This trend is expected to continue in 2013 with private investment increasing to RM148.4 billion.
The government will continue to accelerate the implementation of the 12 National Key Economic Areas (NKEAs). In 2013, a sum of RM3 billion is allocated for the implementation of entry point projects (EPPs). This includes RM1.5 billion for agriculture projects such as oil palm, rubber, high-value herbs and paddy. A total of RM500 million will be allocated for the River of Life project for the beautification of the Klang River. Meanwhile, an additional RM300 million is provided for replacement of water pipelines and sewage to improve water supply and sewage system.
With a RM 3 billion allocated for implementation of EPPs, this shows that the Government understands and is concern if this projects are delayed or cancelled altogether due to external factors such as the EU crisis. This will cause a loss opportunity for the rakyat to participate in the EPPs thus resulting in a loss of income to the workers. Part of the RM 3 Billion is the allocation of RM 1.5 Billion for agriculture projects, where local and small scale farmers will benefit the most. Subsidy to farmers and agro business will result in a higher income rate for this group, thus putting more money into their pockets, which in turn will elevate them higher up the value chain.
The RM 500 million River of Life project will allow local contractors, workers, researchers and etc a working opportunity thus increasing their income. This also shows that although the Klang River is located in Selangor & Kuala Lumpur, the GOM does not discriminate between this states and this is proves DS Najib inclusive policy.
The RM 300 million replacement of water pipes will reduce the % of loss water and increase the cleanliness, supply and consistency of treated water throughout the country, Since water is a basic necessity the fact that PM Najib addresses this is timely. Taking into account the shambles of water in Kelantan and Selangor, the government is again pouring money into opposition states to ensure the well being of the rakyat is taken care off.
