THE POOR, EPF AND THE DUMMIES IN PAKATAN RAKYAT - FINAL

As promised, today i am writing the final chapter of my three (3) part series article titled "THE POOR, EPF AND THE DUMMIES IN PAKATAN RAKYAT". The previous two (2) articles has touched on the following items:

1. A brief history - talking about the PPR residents request and grouses. 
2. Objective - talking mainly about the objective of developing this scheme for the poor
3. Approach/ Process taken
4. Brief summary

Today, i would write about the following items:

1. Payment structure involving EPF, SPV, DBKL and future house owners. 
2. Benefit of this loan to the poor
3. Rebuttal to all allegations by Tony Pua and Nurul Izzah 

Payment Structure


There was a lot of rubbish being mentioned by the opposition, especially Tony Pua and Nurul Izzah, who condemned the government for using EPF fund to finance this scheme. Their main concern was why provide direct loans to the poor, when they can't even get a bank loan? To answer this question, please look at the diagram below.

From the diagram above, it can be clearly shown that the loan from EPF/KWSP goes to the SPV that will be created under Yayasan Wilayah. However i would explain in detail the diagram above in detail:

1. DBKL offers PPR residents the opportunity to purchase their current houses. 
2. Once they have agreed, DBKL would sign the S&P agreement with the SPV which subsequently sign an agreement with the house buyers. 
3. The house buyers pays their installment to the SPV, and the SPV pays it to EPF. 
4. The loan from EPF is guaranteed by DBKL. So it is secured. 

Benefit

Firstly, to purchase the PPR houses, the current residents do not need to put any downpayment. Compared to loan by financial institution, where a minimum of 10% downpayment is required. This in itself benefit the poor and helps to reduce their burden. 

Secondly, the loan given by the government is 100%, inclusive of lawyer fees and insurance. 

Thirdly, there are no maximum age restriction to apply for this loan. The minimum age is 18. However, depending on situations, a co-borrower needs to be appointed if the applicant is too old or is not working. 

Fourthly, the loan tenure is up to 25 years, which in turn would not put a heavy burden on the buyers. Furthermore, the houses are being sold at below market price since it is directly sold by DBKL and not third party owners. 

Opposition lies

There has been a lot of accusation and lies by the opposition regarding this scheme as they know that the implementation of this program would help thousands of low income earners in the city to own assets. This in turn would result in the opposition losing thousands of votes in the coming GE.

The statement by Tony Pua that this scheme would result in a sub prime crisis is totally rubbish.The Malaysian property market is worth RM 260 billion and the loan given to the poor is only RM 1.5 Billion. This only constitute 0.5% of the total housing loan in Malaysia!

Nurul Izzah statement that the lending rate should be reduced to 2% percent shows that she is a hypocrite. At first when the scheme was announced, she, together with Tony Pua said that loans should not be given to the poor, and now she want's it at 2%. Flip flop?

Baru Bian allegation that this scheme has many uncertainties has been answered in this blog. To whoever thinks that the explanation is unsatisfactory, i would not mind meeting you in person to explain this issue.

TAN SRI KHALID IBRAHIM DAN RM 7.5 BILLION

Saya tertarik dengan artikel Raja Petra Kamarudin hari ini yang menyatakan bahawa terdapat pergeseran di antara Azmin Ali dan dua Tan Sri di Selangor. Apa yang lebih menarik minat saya adalah pendedahan RPK bahawa Tan Sri Khalid Ibrahim, Menteri Besar Selangor dari PKR memberi projek-projek bernilai Berbillion Ringgit kepada seorang VIP yang juga sahabat karib beliau iaitu Tan Sri Lim Kim Hong. 

Saya rakin ramai yang tidak mengenali siapa Tan Sri Lim Kim Hong sebenarnya. Oleh itu, berikut adalah biodata beliau:

Lim Kim Hong
Lim Kim Hong adalah Pengasas I-Bhd dan telah menjadi Pengerusi Eksekutif sejak Julai 9, 2010.Y. Bhg. Tan Sri Datuk Lim berkhidmat sebagai Pengerusi Eksekutif I-Bhd sehingga Februari 2009.Y. Bhg. Tan Sri Datuk Lim berkhidmat sebagai Timbalan Pengerusi Eksekutif I-Bhd dari Februari 2009 hingga Julai 2010 dan bertanggungjawab untuk menetapkan dasar dan hala tuju syarikat. 

Menarik di sini adalah Tan Sri Lim Kim Hong adalah pemilik I-Berhad. Untuk pengetahuan pembaca, sejak PKR memerintah Selangor selepas PRU-12. Jumlah projek yang diterima oleh sahabat karib MB Selangor ini berjumlah berbillion ringgit. Antara project yang diberikan kepada Tan Sri Lim Kim Hong adalah:

1. I-BERHAD, an integrated ICT developer, aims to launch a mixed real estate investment trust (REIT) worth more than RM1 billion in four to five years.The idea is to unlock the value of investments at i-City, the company's 29ha knowledge and tourism hub in Shah Alam, Selangor.

2. Wessex Water I-Bhd Consortium, a 50:50 joint venture between Wessex Water, a UK-based water and sewerage treatment company owned by YTL Corp Bhd, and I-Bhd was given the contract to clean up the Klang river, with a project worth RM 2 billion. 

3. Project I-City di Shah Alam yang mempunyai nilai GDV RM 4.5 billon.  

Jumlah keseluruhan project/ future project yang diterima oleh Tan Sri Lim Kim Hong bernilai RM 7.5 Billion dan ini hanya project di Selangor. 

Persoalan saya adalah, mengapa sebuah syarikat iaitu I-Berhad diberikan monopoli project yang sebegitu besar? Mengapa tiada syarikat bumiputera lain yang diberikan peluang oleh kerajaan negeri Selangor? Sampaikan kerja membersihkan sungai Klang pun dberikan kepada syarikat kroni.

LAGI KES CURI PASIR DI SELANGOR - THE COVER UP BY PKR


Mengapa tiada tindakan diambil MB? 

Sembilan bekas pekerja di syarikat konsesi tunggal perlombongan pasiR Selangor telah mendakwa mereka telah dipecat atau dipaksa untuk meletakkan jawatan selepas bercakap mengenai penyelewengan yang didakwa dalam operasi KSSB. 



Menurut The Star, pekerja-pekerja telah diberi kata dua untuk meninggalkan Kumpulan Semesta Sdn Bhd (KSSB) sepanjang tempoh lima bulan mulai Ogos tahun lepas.

Ada yang telah membuat laporan polis berhubung ugutan yang didakwa oleh pihak pengurusan KSSB sementara yang lain meneruskan tindakan undang-undang melalui mahkamah perindustrian.

Bekas pengurus sekuriti Azmi Mohd Isa, memberitahu beliau telah dipecat berikutan siasatan domestik selepas memfailkan aduan ke atas kontraktor yang telah melakukan kerja pengorekan pasir di luar  zon yang ditetapkan. 

Beliau juga mendakwa dipecat KSSB kerana gagal untuk menyemak status undang-undang syarikat keselamatan yang telah dilantik untuk menjaga lombong pasir dan kemudahan KSSB.

"Daripada mengambil tindakan terhadap kontraktor, syarikat memecat saya kerana didakwa menyebabkan kerugian," katanya.

Satu lagi bekas kakitangan yang hanya dikenali sebagai Ng berkata beliau telah "diberi   amaran yang keras" selepas membongkar kepada pengurusan KSSB bahawa kontraktor tidak mengisytiharkan jumlah sebenar pasir yang dibawa keluar dari lombong-lombong.

Beliau berkata beliau kemudian dipindahkan ke tapak perlombongan jauh dan "dimasukkan ke dalam cold storage" sebelum syarikat dipecat beliau untuk mempertikaikan "sengaja direka" dakwaan bahawa beliau telah menceroboh ke dalam kabin yang terletak di sebuah lombong.

Seorang penyelia keselamatan dipecat yang mahu dikenali sebagai Halim berkata beliau juga telah dipindahkan dari lombong pasir di utara negeri ini kepada salah satu di selatan selepas dia mengadu aktiviti yang mencurigakan di lokasi.

"Saya memberitahu pengurusan KSSB percubaan oleh kontraktor untuk mengekstrak lori pasir basah, perlombongan di luar ditetapkan kawasan, semua yang dianggap sebagai mencuri.

"Daripada mengambil tindakan terhadap kontraktor, KSSB memutuskan untuk tidak memperbaharui kontrak kerja saya. Ia berakhir bulan ini, "katanya.

Kontroversi perlombongan pasir meletus tidak lama dahulu selepas Pakatan Rakyat (PR) telah mengambil tampuk di Selangor berikutan dakwaan bahawa kecurian pasir dan rasuah terpaksa menelan belanja ratusan negeri berjuta-juta ringgit.

Isu itu timbul semula awal bulan ini selepas penulis blog Raja Petra Kamarudin menuduh dua ahli Dewan Undangan Negeri Selangor dari Parti Keadilan Rakyat (PKR) mengambil rasuah dari kontraktor perlombongan pasir.

Mereka, ADUN Sri Muda  Shuhaimi Shafei dan Adun Batu Caves Amiruddin Shari, telah menafikan dakwaan editor Malaysia Today itu. 

Raja Petra juga mendakwa ahli perniagaan Datuk Patrick Wong telah dibunuh pada tahun 2009 untuk mengelakkan skandal perlombongan pasir daripada terdedah.

Saya berharap pihak parti PAS tidak berdiam diri, dan juga peguam-peguam di dalam parti PKR hendaklah membela nasib nasib pekerja ini yang majority nya adalah Melayu. Adakah salah seorang pekerja untuk membuat aduan jika berlaku penyelewengan dalam syarikat?

Janganlah Pakatan Rakyat hanya pandai menuding jari kepada orang lain, tetapi rasuah dan penyelewengan dana dan pasir di Selangor dibiarkan. Mana Lim Kit Siang dan Tony Pua? Mengapa diam seribu bahasa?

THE POOR, EPF AND THE DUMMIES IN PAKATAN RAKYAT - PART 2

Previously i had written an article about the scheme proposed by the Barisan Nasional (BN) government in enabling city dwellers to own a home/asset in Kuala Lumpur. The proposed scheme that was developed received many negative feedback from the opposition members, especially Tony Pua and Nurul Izzah. To counter this false allegations and lies, i have written the introduction and objective of this scheme in Part 1 of my article which can be read here. 

As promised, the Part 2 of my article today would touch on two (2) aspects. The two (2) aspect of this proposed scheme are :

1. Objective of this scheme
2. Approach and process taken to develop the above mentioned scheme 

OBJECTIVE

The objective of this scheme is very simple which is:

1. To assist the government specifically the Ministry of Federal Territories and Well Being in the sale of PPR homes to the Rakyat

How :  This is done is by providing an attainable and affordable payment package to the Rakyat.

APPROACH/PROCESS

The approach or process taken are as follow:

1. This scheme that was developed to assist the Rakyat is a Public Sector Initiative (PSI)

2. A Special Purpose Vehicle (SPV) company is created. 

3. A payment scheme is developed. 

4. Once of all this has been completed, the next process is to obtain a funder for this project. 

5. Once a funder has been determined, table the whole project to the cabinet for approval. 

BRIEF SUMMARY:

As you can see, the plan that was developed by Dato Raja Nong Chik and his ministry is very simple. There was a request by the current tenants of the PPR/DBKL flats for them to buy the flats that they are living in now. 

Upon consideration, Dato Raja Nong Chik and his ministry AGREED to the request by the tenants. However, there was a major obstacle in the delivery of the request, where majority of the tenants could not obtain a bank loan. 

Identifying this as a major problem to the Rakyat, Dato Raja Nong Chik took the opportunity to explore various other methods to assist this group of people and thats where this housing scheme comes into place. 

Personally, i think this is a classic example that shows how a government should function. Listen to the grouses and complains of the Rakyat, think of ways to tackle the problem and provide solution.

However, up till now, Nurul Izzah and Tony Pua has done NOTHING besides attacking the FT Ministry and EPF for abusing funds and what not. My challenge to them is, think of ways to tackle the problem of urban poor and provide solutions! not talk to the media. How long , nor how many media channels that the opposition engaged would still not solve the problem.

Part - 3 of my article will explain in a flow diagram of how this scheme payment structure is, how is the fund from EPF going to be used and finally a rebuttal to all allegations by the opposition.

THE POOR, EPF AND THE DUMMIES IN PAKATAN RAKYAT - PART 1

These past few weeks, there has been a lot of talk and criticism by the opposition regarding the announcement made by PM Datuk Seri Najib Tun Razak on the implementation of a scheme for poor city residents to own the Project Perumahan Rakyat (PPR) flats. The bone of criticism by the opposition are as follow, which i have picked up from various blogs around:

  1. Government to impose an interest rate of 2% for those purchasing the Public Housing Project (PPR) flats using funds from the Employees Provident Fund (EPF). - Nurul Izzah
  2. There are many uncertainties linked to EPF's RM1.5 billion loan to the government.- Baru Bian
  3. Employee Provident Fund will be extending RM1.5 billion in loans directly to those who failed to secure commercial loans to purchase their houses.  - Tony Pua

I will be addressing these three (3) statements done by the opposition (PKR and DAP), I wonder if PAS had anything to say or they are now merely a political party that is in charge of only Islamic/Religious and Malay custom affairs? So like those days before independence where the Sultan was in charged of these portfolios whereas the British took control of the economy and what not. But that i will touch on another day.  

First of all, before i proceed with breaking down the arguments of these so called Yang Berhormat (YB's) and Economic experts, lets have a look at the history of the urban poor and this scheme:

A BRIEF HISTORY 


  1. Request by PPR tenants to purchase the house they are currently residing in. 
  2. Government agreed to the request, on 11 July 2009, YAB Prime Minister DS Najib Tun Razak announced the sale of 44,146 unit of PPR houses. 
  3. However, the financing for these units were dependent on the application of purchase by residents, and approval of their respective bank loans. 
  4. No special scheme was there for this residents. 
  5. Out of the 44, 146 units, 4,988 had successfully bought their homes (approx 15%) with 716 using personal loans, and 4,272 paying with either their savings or using up the EPF monies. 
  6. Upon identifying that many of the residents did not managed to get bank loans, the government initiated and developed a special scheme to assist these residents. 
  7. On the 7 October 2011 the scheme was approved by the cabinet with minor amendments. Note that it took two (2) years for the relevant ministry to do their homework, and to obtain the  Cabinet approval. Therefore allegations that this was an ad-hoc scheme to buy voters is utterly baseless. 
  8. 18 January 2012, the final approval from the Cabinet was received. Note: Up till now, from the first announcement by the PM to the development of the scheme took approximately 2 and a half year. 
  9. 28 January 2012, the Prime Minister announced the implementation of this scheme.

BR1M Program - SEPUTEH P122

The BR1M program, second phase was today launched at the Seputeh Parliament area. The program started at 8.00 am with the attendance of all Seputeh Barisan Nasional component party leaders.

This in itself dispel rumours of infighting between BN component parties. However, I would not be going into that today as the success of this program shows that all component parties are working together relentlessly to help the rakyat during the time of economic uncertainty.

The event was attended by nearly 700 nearby residents who had been identified to meet the minimum BR1M requirement. As I'm writing now, people are happily queuing up to receive their RM500.

I am pleased to note that the government is walking the talk by implementing all promises that was made during the previous budget announcement.

1. The disbursement of book vouchers which has been completed.

2. The disbursement of BR1M, which is now has moved to the 2nd stage.

Of all the empty promises the opposition is making in their 'Buku Jingga', none has been implemented in the 5 states ruled by PR. Anyway that's all for today morning.

Again congratulations to everybody at Seputeh for your hard work and dedication.

PENYELEWENGAN WANG OLEH DAP DI SELANGOR ?

Pengerusi Jawatankuasa Tatatertib DAP Tan Kok Wai telah menipu apabila beliau berkata kepada media baru-baru ini bahawa tiada aduan terhadap ahli majlis Kajang dan bekas setiausaha politik Lim Kit Siang, Lee Kee Hiong dan penglibatan bapa saudara Lee,  Lee Wye Weng  dalam penyelewengan wang peruntukan pilihan raya  bagi kawasan di Selangor.






 KRONOLOGI PENYELEWENGAN DANA DAP DI SELANGOR:

TAHUN 2008:

Bekas ahli majlis daerah Hulu Selangor K.A Ramu telah membuat aduan kepada DAP Pusat terhadap Lee Kee Hiong pada tahun 2008 diatas pengagihan dana untuk di kawasan Kuala Kubu Baru tetapi tiada tindakan diambil.

9 DECEMBER 2010:

MP Wangsa Maju  Wee Choo Keong telah mendedahkan kepada media hubungan Lee Wye Weng  dan Lee Kee Hiong di mana Cik Lee Kee Hiong  telah berulangkali menafikan mereka adalah saudara-mara . Namun setelah diselidik, telah terbukti bahawa mereka sememangnya bersaudara.

MAY 2011

Tee Boon Hock
Bekas ahli majlis Klang Tee Boon Hock membawa isu ini kepada akhbar dan menunjukkan bukti bahawa Lee Wye Wing sebenarnya telah bankrap dan perkhidmatan syarikat WSK beliau hanya ditubuhkan pada bulan Julai 2008 (4 BULAN SELEPAS PRU-12), tidak seperti apa yang Lee Kee Hiong mendakwa mempunyai rekod yang panjang dalam sektor pembinaan.

AUGUST 2011

Ahli DAP dari Seri Kembangan , Yap Kun Min memberitahu media beliau telah membuat aduan kepada DAP berdasarkan apa yang Teoh Beng Hock memberitahu beliau sebelum kematiannya mengenai Lee Kee Hiong. Namun sebagai balasan, Yap Kun Min telah dipecat oleh DAP.

NOVEMBER 2011

Ahli-ahli DAP Selangor telah dinafikan hak mereka untuk membawa isu-isu ini dalam konvensyen parti negeri. Speaker konvensyen telah menghalang dan menutup mikrofon apabila ahli-ahli mahu bersuara.

KESIMPULAN

Cara DAP mengendalikan aduan ini bertentangan dengan prinsip parti itu sendiri yang konon nya; kecekapan, akauntabiliti dan ketelusan. Diakui bahawa Lee Kee Hiong adalah salah satu daripada tokoh-tokoh parti yang paling berkuasa di DAP Selangor dan bakal dilantik sebagai Senator atas tiket kerajaan Negeri Selangor. Ini adalah kerana hubungan baik beliau dengan beberapa pemimpin tertinggi parti. 

 Isu-isu seperti ini akan terus diketengahkan berkali-kali jika tidak ada tindakan yang diambil terhadap mereka yang bertanggungjawab bagi penyalahgunaan dana awam yang menyebabkan penyiasatan oleh SPRM dan seterusnya membawa kepada kematian Teoh Beng Hock.

DRAMA PAS DAN ANWAR IBRAHIM

I support all efforts to protect the security of the state of Israel

Semalam, Nik Abdul Aziz dengan telah menyuruh Anwar saman WSJ atas kenyataan menyokong keselamatan negara Israel sekiranya kenyataan beliau didapati diputar belit.
Saya melihat perkara ini sebagai satu lakonan sekiranya tindakan susulan tidak diambil oleh salah satu pihak.
Dalam Politik hari ini, banyak tindakan PAS sudah tidak lagi releven kepada perjuangan Islam, sebagai contoh terdekat, isu Hassan Ali yang telah dipecat disebabkan pertahankan akidah islam yang di permainkan oleh MB Selangor.
Dalam hal menyokong Israel pula, tiba-tiba kita lihat Nik Aziz bertindak mahu menyokong islam walhal sebelum ini, isu dalam negeri seperti Lina Joy murtad yang disokong Anwar tidak pula diendahkab oleh beliau.
Ada banyak lagi peristiwa yang melibatkan akidah orang islam terjadi sekitar 3 tahun ini, tetapi tidak dipedulikan oleh beliau kerana mahu mendapat sokongan daripada KAUM yang selama ini tidak menyokong PAS.
Suka saya nak ingatkan kepada PAS agar lebih prihatin dalam menjaga islam bersama, bukan hanya bertindak menjaga Islam seperti musim durian, nak berbuah baru nak jaga untuk mendapat hasilnya, islam bukan barang mainan untuk kamu.

N SURENDRAN, JANGAN KAY POH LA

Saya tergerak untuk menulis isu berkaitan blogger Saudi Arabia yang dihantar pulang ke negara asal kerana didapati menghina agama Islam dan Nabi Muhammad S.A.W. Perkara ini adalah isu dalaman negara Arab Saudi dan rakyat mereka sendiri. Sebagai sebuah negara yang pernah memimpin OIC dan sebuah negara yang agama rasminya adalah Islam, saya berpendapat tindakan kerajaan adalah tepat dan amat baik. 

Namun, siapa N. Surendran untuk mengutuk sekeras-kerasnya tindakan kerajaan Malaysia? Walaupun beliau adalah antara orang kuat parti PKR, melalui jawatan sebagai salah seorang Naib Presiden parti tersebut, ini tidak bererti beliau boleh sesuka hati mencampuri urusan seperti ini yang dianggap sensitif bagi umat Islam. Adakah Ketua Umum Pakatan Rakyat (PR) akan mengambil tindakan terhadap N. Surendan? 

Apakah N. Surendran dan PKR bersetuju dengan kenyataan yang dikeluarkan oleh rakyat Arab Saudi ini dan sanggup membela rakyat ini di dalam mahkamah Malaysia? Sehingga hari ini, parti paling "Islam" di Malaysia, PAS tidak mengeluarkan sebarang kenyataan untuk mengecam tindakan yang dilakukan oleh rakyat Arab Saudi ini, mengapa? Persoalan saya adalah:
  1. Mengapa N. Surendran begitu teruja untuk mempertahankan seorang warga Islam Arab Saudi yang didapati telah menghina Islam dan Nabi Muhammad s.a.w? 
  2. Adakah kenyataan N. Surendran ini adalah suara PKR? 
  3. Dimanakah Ulamak, Ustaz dan Tok-Guru di dalam PAS, mengapa diam seribu bahasa walaupun PKR dengan terang mempertahankan warga Arab Saudi ini? 
Saya berharap pembaca tidak lah mengikut sangat N. Surendran dan parti PKR ini, ini adalah isu dalaman negara Arab Saudi, kita sebagai sebuah negara Islam yang berhubungan baik dengan kerajaan Arab Saudi telah melakukan tindakan yang betul. Biarlah kerajaan Arab Saudi berurusan sendiri dengan rakyatnya. 

Sekali lagi saya ingatkan N. Surendran, jangan Kay Poh lah!
